Unless so authorized in writing by the general manager-chief engineer of the department
of waste resources or his designated representative, under general policies adopted
by the board, no person shall place, deposit, or dump, or cause to be placed, deposited,
or dumped, in or upon any county owned, leased, or contracted transfer station or
disposal site in the county, any solid waste originating outside of the County of
Riverside, provided however, the general manager-chief engineer of the department
of waste resources has discretion to accept incidental amounts of refuse from outside
of Riverside County and near county borders for disposal at county landfills when
payment is made according to Appendix A for such incidental refuse.
