  • The county desires to purchase surplus real properties of the United States which are within or contiguous to the county.

    Sections 40501 and 40502 of the Government Code of the state of California ("Government Code") determine that in order for the county to acquire, own, maintain, operate, improve and dispose of such property that a public corporation, separate and distinct from the county, is necessary.

    According to Section 40520 of the Government Code there is in the county a public corporation known as the "surplus property authority" of the county (the "authority").
